F\u00e9licitons Madame le Maire et souhaitons lui de bien g\u00e9rer cette commune. Du fait de ses responsabilit\u00e9s politiques comme vice-pr\u00e9sidente du Conseil D\u00e9partemental des Yvelines, esp\u00e9rons qu&#8217;elle puisse suffisamment d\u00e9l\u00e9guer au Versaillais Gilles Curti, son premier adjoint \u00e0 Jouy-en-Josas.<\/p>\n<p style=\"text-align: justify;\">Selon Contrib&#8217;City, ces \u00e9lections, teint\u00e9es tout de m\u00eame de plus de 50% d\u2019abstention probablement du fait de l&#8217;angoisse li\u00e9e au virus couronn\u00e9<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_2321_1('footnote_plugin_reference_2321_1_1');\" onkeypress=\"footnote_moveToReference_2321_1('footnote_plugin_reference_2321_1_1');\" ><sup id=\"footnote_plugin_tooltip_2321_1_1\" class=\"footnote_plugin_tooltip_text\">[1]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_2321_1_1\" class=\"footnote_tooltip\"><em>corona<\/em> signifie <em>couronne<\/em> en latin<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_2321_1_1').tooltip({ tip: '#footnote_plugin_tooltip_text_2321_1_1', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script>, montrent clairement que les habitants de Jouy-en-Josas ont opt\u00e9 pour un type d&#8217;urbanisme plut\u00f4t qu&#8217;un autre : une densification du centre-ville, en partie inondable, plut\u00f4t qu&#8217;une r\u00e9partition de nouveaux logements sur l&#8217;ensemble de la commune, en se basant sur des b\u00e2timents existant et donc des programmes de r\u00e9habilitation (remise \u00e0 neuf) ou r\u00e9novation (d\u00e9molition-construction).<\/p>\n<p style=\"text-align: justify;\">Cette dynamique de densification des centres-villes existe depuis au moins dix ans comme directive de l&#8217;Etat fran\u00e7ais afin de lutter contre l&#8217;\u00e9miettement p\u00e9ri-urbain. En parall\u00e8le, du fait du manque de logements sociaux dans les principales agglom\u00e9rations de l&#8217;hexagone, l\u2019ex\u00e9cutif national avait souhait\u00e9 un plan de construction d&#8217;HLM publiques, mais \u00e9galement priv\u00e9es via la r\u00e9habilitation de logements insalubres souvent situ\u00e9s en centre-ville. Cependant, les communes ayant peu d&#8217;HLM furent &#8211; et le sont toujours &#8211; r\u00e9ticentes \u00e0 en construire nettement davantage. Jouy-en-Josas semble suivre cette voie. Un film \u00e9voque les ambiances de ces centres-villes \u00e9tats-uniens : le fameux <em>West Side Story<\/em> sorti sur les \u00e9crans en 1961 et dont l&#8217;action se passe \u00e0 Manhattan, c&#8217;est-\u00e0-dire dans le c\u0153ur de New York.<\/p>\n<p style=\"text-align: justify;\">Alors, certains membres du gouvernement ou de la haute administration pourraient dire \u00e0 CC : <em>oui, mais ce n&#8217;\u00e9tait pas l&#8217;esprit de la loi SRU; cette derni\u00e8re visait \u00e0 une mixit\u00e9 de la population \u00e0 l&#8217;\u00e9chelle de la commune ou du quartier<\/em>. Certes, mais l&#8217;exp\u00e9rience de Contrib&#8217;City montre que ce sont souvent les \u00e9lus qui parlent le plus de mixit\u00e9 sociale qui habitent le plus dans les quartiers bourgeois (\u00e0 l\u2019instar de la nouvelle majorit\u00e9 qui habite essentiellement sur les coteaux tr\u00e8s agr\u00e9ables de Jouy), avec leurs enfants dans les lyc\u00e9es prestigieux priv\u00e9s ou publics (<em>Hoche<\/em> \u00e0 Versailles, par exemple). Ce n&#8217;est pas parce qu&#8217;une loi est vot\u00e9e qu&#8217;elle correspond \u00e0 l&#8217;esprit de la soci\u00e9t\u00e9 : si le nouveau maire avait annonc\u00e9 que Jouy-en-Josas avait atteint le fameux quota (25%) de logements HLM parce le conseil communal avait lanc\u00e9 la construction de plusieurs centaines de logements sociaux, aurait-elle gagn\u00e9 les \u00e9lections? Lors de son discours du mercredi&nbsp; 11 mars, Marie-H\u00e9l\u00e8ne Aubert a rappel\u00e9 que c&#8217;\u00e9tait bien les chambres d&#8217;\u00e9tudiants du campus d&#8217;HEC qui avaient sauv\u00e9 la mise. La loi SRU a souhait\u00e9 instaurer une dynamique que la majorit\u00e9 des communes et des Fran\u00e7ais plut\u00f4t ais\u00e9s ne souhaitaient pas. La parade fut rapidement trouv\u00e9e : les logements sociaux s&#8217;implanteront dans les centres, les habitations coquettes, progressivement, iront vers les banlieues chics.<\/p>\n<p style=\"text-align: justify;\">Entre la n\u00e9cessit\u00e9 de se loger &#8211; besoin vital pour tout \u00eatre humain &#8211; et une r\u00e9partition la plus homog\u00e8ne possible entre les m\u00e9nages, quelle que soit leur formation et activit\u00e9 professionnelle (y compris celle li\u00e9e au monde politique), Contrib&#8217;City propose une troisi\u00e8me voie. L&#8217;Histoire a montr\u00e9 que dans les grandes agglom\u00e9rations fran\u00e7aises, et notamment en R\u00e9gion Parisienne, les milieux sociaux ne se m\u00e9langeaient pas ou peu (c&#8217;est tout le th\u00e8me du film de Renoir &#8220;La grande illusion&#8221;) et &#8220;forcer&#8221; la chose par des politiques urbaines ne conduisaient qu&#8217;\u00e0 des man\u0153uvres d&#8217;\u00e9vitement et \u00e0 des augmentations d&#8217;imp\u00f4ts, ou bien \u00e9ventuellement \u00e0 une exacerbation des tensions entre les habitants. Le Professeur Yves Grafmeyer, sp\u00e9cialiste de la sociologie urbaine, nous \u00e9claire sur ce sujet : <em>Selon les cas, la proximit\u00e9 spatiale peut aussi bien favoriser les relations qu&#8217;aviver les tensions. De l&#8217;autre, la mairie locale, mais aussi des locataires de logements priv\u00e9s situ\u00e9s dans d&#8217;autres quartiers, se plaignaient que les tensions avaient augment\u00e9, que le sentiment de s\u00e9curit\u00e9 avait baiss\u00e9. Enfin, \u00e0 l&#8217;\u00e9poque, le responsable du logement du <em>borough<\/em> de Westminster d\u00e9non\u00e7ait le fait que ce type de mesure \u00e9loignait les classes moyennes qui, comme souvent, touchaient trop de revenus pour disposer d&#8217;aides mais cependant pas assez pour se permettre d&#8217;habiter dans un des quartiers les plus chers non seulement de Londres mais \u00e9galement de la plan\u00e8te<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_2321_1('footnote_plugin_reference_2321_1_10');\" onkeypress=\"footnote_moveToReference_2321_1('footnote_plugin_reference_2321_1_10');\" ><sup id=\"footnote_plugin_tooltip_2321_1_10\" class=\"footnote_plugin_tooltip_text\">[10]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_2321_1_10\" class=\"footnote_tooltip\">En 2012, \u00e0 quartier comparable, les loyers londoniens \u00e9taient deux fois plus chers que ceux de la ville de Paris.
