{"id":4315,"date":"2020-06-04T18:40:21","date_gmt":"2020-06-04T16:40:21","guid":{"rendered":"https:\/\/contrib.city\/?p=4315"},"modified":"2023-02-20T17:57:17","modified_gmt":"2023-02-20T16:57:17","slug":"amenagements-hydrauliques-et-crues","status":"publish","type":"post","link":"https:\/\/contrib.city\/index.php\/2020\/06\/04\/amenagements-hydrauliques-et-crues\/","title":{"rendered":"Am\u00e9nagements hydrauliques : le dilemme"},"content":{"rendered":"<p align=\"justify\">Souhaitant au d\u00e9part r\u00e9pondre \u00e0 un commentaire sur l&#8217;article <a href=\"https:\/\/contrib.city\/index.php\/2020\/05\/27\/risques-et-atouts-de-jouy-en-josas-ile-de-france-et-ses-alentours-reed\/\">Risques et atouts de Jouy-en-Josas (Ile-de-France) : les enjeux du Conseil Municipal<\/a> (27 mai 2020), Contrib&#8217;City a finalement pr\u00e9f\u00e9r\u00e9 le format d&#8217;un article afin d&#8217;entrer plus dans les d\u00e9tails sur le dilemme des \u00e9quipements hydrauliques. En effet, vis-\u00e0-vis des \u00e9quipements de lutte contre les inondations, et des territoires am\u00e9nag\u00e9s autour (y compris les zones vertes cr\u00e9\u00e9es par des paysagers souvent tr\u00e8s comp\u00e9tents), les \u00e9lus sont face \u00e0 la question de l&#8217;utilisation de ces am\u00e9nagements. Par exemple : va-t-on garder artificiellement de l&#8217;eau dans les zones plates afin de pouvoir jouir d&#8217;un \u00e9tang en \u00e9t\u00e9? Ou bien laisser la rivi\u00e8re aller \u00e0 son \u00e9tiage naturel, laissant ainsi le maximum de volume vide disponible pour retenir l&#8217;eau en cas de crue exceptionnelle? Au flux de la Bi\u00e8vre amont, il faut rajouter les rus, souvent torrentiels en cas de pr\u00e9cipitations orageuses, provenant des coteaux. A titre de pr\u00e9cision, la crue du 9 mai dernier, cinquantennale, \u00e9tait d&#8217;ordre moyen mais pas exceptionnel. Si les orages \u00e9galement annonc\u00e9s pour le lendemain (M\u00e9t\u00e9o France) s&#8217;\u00e9taient produits, alors il est probable que le niveau d&#8217;eau fut vraiment devenu probl\u00e9matique. En tout cas, contrib.city pense \u00e0 tous les citoyens dont les caves ont \u00e9t\u00e9 inond\u00e9es. En cas de sinistre class\u00e9 en catastrophe naturelle, qui paye : le promoteur, les propri\u00e9taires, ou bien l&#8217;ensemble des Fran\u00e7ais assur\u00e9s qui n&#8217;ont pas \u00e9t\u00e9 consult\u00e9s? A titre de rappel, la mairie de Jouy-en-Josas a lanc\u00e9 une proc\u00e9dure de reconnaissance de catastrophe naturelle pour un \u00e9pisode de pluie orageuse, suivi d&#8217;une crue moyenne (cinquantennale), survenu dans la nuit du 9 au 10 mai 2020. Photo : BdF, le 1er mars 2020.<\/figcaption><\/figure>\n<p align=\"justify\">Le <a href=\"https:\/\/www.siavb.fr\/\" target=\"_blank\" rel=\"noopener noreferrer\">Syndicat Intercommunal pour l\u2019Assainissement de la Vall\u00e9e de la Bi\u00e8vre<\/a> (SIAVB) a fait un gros travail depuis plusieurs d\u00e9cennies pour r\u00e9guler les flux de la Bi\u00e8vre. Cela permet de &#8220;lisser&#8221; les &#8220;extr\u00eames&#8221; (crues et \u00e9tiages), tant que ces derniers ne deviennent pas exceptionnels. Par contre, contrib.city pr\u00f4ne la prudence : ce n&#8217;est pas parce que l&#8217;on am\u00e9nage les bords d&#8217;un cours d&#8217;eau qu&#8217;il faut se sentir oblig\u00e9 de construire des immeubles avec caves dans le lit majeur du dit cours d&#8217;eau et ainsi soumettre \u00e0 un risque des logements souvent on\u00e9reux. Selon contrib.city, les mesures habituelles pour pr\u00e9venir une inondation est de limiter l&#8217;artificialisation des berges, comme l&#8217;indique \u00e9galement l&#8217;association <a href=\"http:\/\/www.bievre.org\/\">Les amis de la vall\u00e9e de la Bi\u00e8vre<\/a>. Si construction dans le lit majeur il y a, il est n\u00e9cessaire de construire sur pilotis, un peu \u00e0 l&#8217;image de ce qui s&#8217;est fait dans le quartier de Broadwater Farm, dans la vall\u00e9e de la Moselle, dans &#8220;l&#8217;arrondissement&#8221; (borough) de Haringey, au nord du Grand-Londres. Ou bien \u00e0 celle de ce que faisaient les Parisii sur l&#8217;Ile-de-la-Cit\u00e9 : leurs huttes \u00e9taient \u00e9galement sur pilotis. Comme il s&#8217;agit d&#8217;un garage au niveau du sol, l&#8217;\u00e9vacuation des voitures, des habitants et de l&#8217;eau est beaucoup plus facile que si l&#8217;aire de stationnement \u00e9tait souterraine. Des questions demeurent toutefois vis-\u00e0-vis de ce quartier : en cas d\u2019inondation, que deviennent les installations install\u00e9es sur r\u00e9seau (\u00e9lectricit\u00e9, gaz, t\u00e9l\u00e9phone, informatique, \u00e9go\u00fbt) ? Pour des raisons de co\u00fbts, ces installations sont rarement \u00e9tanches. Egalement, que deviennent les v\u00e9hicules ? En cas d\u2019inondation, les transports en commun ne peuvent plus circuler, donc on ne peut pas revenir chez soi si l\u2019on a gar\u00e9 sa voiture loin de son domicile.
