Thus, the President of the French Senate recently visited our small city of Jouy-en-Josas. It is also true that the senator, a trained veterinarian and renowned statesman, as already known to us by our <a href=\"https:\/\/contrib.city\/index.php\/en\/2021\/04\/26\/some-french-high-authorities-dont-like-frances-high-authority-for-transparency-of-public-life-much\/\" target=\"_blank\" rel=\"noopener\">article dated 26th April 2021<\/a>, shares, since a long time, his passion for equestrian sports with our first deputy mayor, Mr. Gilles Curti.<\/p>\n<p style=\"text-align: justify;\">But if Mr. Larcher and Mr. Curti have a common taste for the &#8216;horse&#8217; thing, there also is, besides their membership to the same political family (the <em>Republicans<\/em>), another point that they share with Madame Marie-H\u00e9l\u00e8ne Aubert, our mayor: <span lang=\"en-US\">it is the fact of straddling <\/span><span lang=\"en-US\">very little<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_1');\" onkeypress=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_1');\" ><sup id=\"footnote_plugin_tooltip_8457_1_1\" class=\"footnote_plugin_tooltip_text\">[1]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_8457_1_1\" class=\"footnote_tooltip\">or to be very little <em>\u00e0 cheval sur<\/em> as we say in French<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_8457_1_1').tooltip({ tip: '#footnote_plugin_tooltip_text_8457_1_1', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script><\/span> <span lang=\"en-US\">the rules and principles<\/span><span lang=\"en-US\"> governing <a href=\"https:\/\/contrib.city\/index.php\/en\/2021\/04\/22\/the-aubert-mystery-the-elected-woman-benefited-from-largesse-from-the-first-deputy-to-the-mayor-of-jouy-en-josas\/\" target=\"_blank\" rel=\"noopener\">the conflicts of interests<\/a> or <a href=\"https:\/\/contrib.city\/index.php\/en\/2021\/03\/04\/few-of-the-high-authorities-in-west-paris-region-like-the-high-authority-for-public-life-transparency\/\" target=\"_blank\" rel=\"noopener\">the transparency in public life<\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\">From the authorized circles, the number two of the French State was moved by the article of the Contrib.City concerning him. It must, however, be admitted that the emotion was not powerful enough for which Mr. Larcher to correct his last declaration to the High Authority for the transparency in the public life.<\/p>\n<p style=\"text-align: justify;\">Indeed, on 19th January 2022, the HATVP account of the former Mayor of Rambouillet<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_2');\" onkeypress=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_2');\" ><sup id=\"footnote_plugin_tooltip_8457_1_2\" class=\"footnote_plugin_tooltip_text\">[2]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_8457_1_2\" class=\"footnote_tooltip\">a subprefecture or commune in the Yvelines d\u00e9partment of France<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_8457_1_2').tooltip({ tip: '#footnote_plugin_tooltip_text_8457_1_2', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script> which accounts more than 27,000 inhabitants<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_3');\" onkeypress=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_3');\" ><sup id=\"footnote_plugin_tooltip_8457_1_3\" class=\"footnote_plugin_tooltip_text\">[3]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_8457_1_3\" class=\"footnote_tooltip\">Any mayor of a town whose population is more than 20,000 inhabitants must declare his interests to the High Authority for the transparency in the public life.<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_8457_1_3').tooltip({ tip: '#footnote_plugin_tooltip_text_8457_1_3', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script>, showed under the Section 7 &#8211; <em>Elective positions and offices held at the time of the election or the nomination: None<\/em>. This man, however, has been an elected representative for almost 40 years! We cannot, therefore, say that he is a dark horse of French politics, and not experienced in the area of rights, but also in that of duties, in front of the French citizens!<\/p>\n<p style=\"text-align: justify;\">The fact remains that in all his declarations to the High Authority, dated from 2017, 2020 and 2021, Mr. Larcher, former minister of the French Jacques Chirac&#8217; government, declares, on the honor, from the top of his presidency in the Senate<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_4');\" onkeypress=\"footnote_moveToReference_8457_1('footnote_plugin_reference_8457_1_4');\" ><sup id=\"footnote_plugin_tooltip_8457_1_4\" class=\"footnote_plugin_tooltip_text\">[4]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_8457_1_4\" class=\"footnote_tooltip\">Mr. Larcher was elected as a senator in 1986 then reelected in 1995, 2004, 2007, 2011 and 2017. He became President of the Senate in 2014.<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_8457_1_4').tooltip({ tip: '#footnote_plugin_tooltip_text_8457_1_4', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script> that all of his brilliant public positions &#8211; and the remunerations that accompanied them &#8211; are nothing. This response from Man to his own ambition leads to, perhaps involuntary on the part of the declarer, and like a Pegasus commissioned by Zeus, the existential question about the meaning of the political mandate: personal ambition or service to others? This questioning paves way for other interrogations: what is the significance of each of our existences?
