BdF, 24 ao\u00fbt 2019).<\/p>\n<h2 style=\"text-align: justify;\">Qu&#8217;est-ce que la <em>rurbanit\u00e9<\/em>?<\/h2>\n<p style=\"text-align: justify;\">Aujourd&#8217;hui, nous aborderons la partie la plus \u00e9loign\u00e9e du centre urbain, celle de la zone rurbaine. Mais que veux dire <em>rurbai<\/em>n? Dans les m\u00e9tropoles de province, et notamment \u00e0 Metz, la campagne peut-\u00eatre rejointe, en voiture, \u00e0 partir du centre-ville en 20 mn, avec un trafic fluide (30 mn en heure de pointe).&nbsp; <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_5');\" onkeypress=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_5');\" ><sup id=\"footnote_plugin_tooltip_862_1_5\" class=\"footnote_plugin_tooltip_text\">[5]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_862_1_5\" class=\"footnote_tooltip\">Ces donn\u00e9es sont \u00e0 comparer avec les 45 mn minimum pour rejoindre un territoire rural, au-del\u00e0 de Saint-Germain-en-Laye \u00e0 l&#8217;ouest ou de Marne-la-Vall\u00e9e \u00e0 l&#8217;est, \u00e0 partir de Notre-Dame-de-Paris, en Ile-de-France<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_862_1_5').tooltip({ tip: '#footnote_plugin_tooltip_text_862_1_5', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script>.<\/p>\n<p style=\"text-align: justify;\">Le co\u00fbt de l&#8217;immobilier, dans ces milieux ruraux proches de la zone urbaine messine, int\u00e9resse notamment des jeunes m\u00e9nages qui d\u00e9butent \u00e0 la fois leur vie professionnelle et familiale. M\u00eame si la valeur marchande d&#8217;un champ (calcul\u00e9 par hectare) peut&nbsp; se voir multipli\u00e9e jusqu&#8217;\u00e0 50 <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_6');\" onkeypress=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_6');\" ><sup id=\"footnote_plugin_tooltip_862_1_6\" class=\"footnote_plugin_tooltip_text\">[6]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_862_1_6\" class=\"footnote_tooltip\">voire davantage<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_862_1_6').tooltip({ tip: '#footnote_plugin_tooltip_text_862_1_6', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script> si ce dernier est rendu constructible par le maire &#8211; et dans ce cas-l\u00e0 le prix de ce terrain ne sera plus estim\u00e9e \u00e0 l&#8217;hectare mais au m\u00b2, c&#8217;est-\u00e0-dire selon une unit\u00e9 de surface 10.000 fois plus petite, signe fort du changement de fonction et de prix de cette parcelle &#8211; ce terrain devenu constructible repr\u00e9sentera quand m\u00eame une opportunit\u00e9 financi\u00e8re et immobili\u00e8re. Par exemple, un jeune couple pourra faire construire ou acheter un logement plus grand qu&#8217;en centre-ville, g\u00e9n\u00e9ralement une maison avec jardin, dans un cadre &#8220;verdoyant&#8221;, avec peut-\u00eatre un ruisseau passant dans les parages, \u00e0 l&#8217;image du cours d&#8217;eau au nord de Failly et provenant de l&#8217;\u00e9tang situ\u00e9 en contre-bas du <em>Bois de Monsieur<\/em> et du <em>Bois Driat<\/em> \u00e0 l&#8217;est du village, ou comme le ruisseau de Quarante qui traverse Nouilly.<\/p>\n<p style=\"text-align: justify;\">Les promoteurs ont bien compris ces m\u00e9canismes et guettent les opportunit\u00e9s (occasionn\u00e9es par des rencontres avec les \u00e9lus notamment lors de salons) de terrains agricoles qui vont bient\u00f4t changer de registre et \u00eatre inscrits, dans le plan local urbain (PLU) concern\u00e9, non plus comme <em>zone agricole<\/em> mais comme <em>zone urbaine<\/em>. Ces promoteurs immobiliers font travailler non seulement des employ\u00e9s du BTP (venant de pays situ\u00e9s au sein de l&#8217;Union Europ\u00e9enne ou bien \u00e0 l\u2019ext\u00e9rieur de l&#8217;U.E) pour am\u00e9nager ces terrains (voirie et la distribution des fluides) mais \u00e9galement des cabinets d&#8217;\u00e9tudes, d&#8217;architecture et\/ou d&#8217;urbanisme. Ils participent aussi \u00e0 cr\u00e9er des zones commerciales pour alimenter les jeunes m\u00e9nages fra\u00eechement arriv\u00e9s qui en profitent pour mettre au monde des enfants. Tout cela contribue \u00e0 cr\u00e9er un v\u00e9ritable tissu \u00e9conomique.<\/p>\n<p style=\"text-align: justify;\">Ces communes ont vu leur tissu urbain s&#8217;agrandir, tout d&#8217;abord par le mitage <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_7');\" onkeypress=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_7');\" ><sup id=\"footnote_plugin_tooltip_862_1_7\" class=\"footnote_plugin_tooltip_text\">[7]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_862_1_7\" class=\"footnote_tooltip\">Le mitage de l&#8217;espace rural consiste en l&#8217;implantation un peu anarchique de maisons. L&#8217;arriv\u00e9e de r\u00e8gles d&#8217;urbanisme pourra \u00e9ventuellement ralentir ou stopper les constructions sur la zone concern\u00e9e mais d\u00e9placera \u00e9galement la tendance puis loin en p\u00e9riph\u00e9rie<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_862_1_7').tooltip({ tip: '#footnote_plugin_tooltip_text_862_1_7', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script> puis par l&#8217;unification des parcelles construites (rues, maisons, appartements, bureaux, ouvrages d&#8217;art publics tels que des ch\u00e2teaux d&#8217;eau&#8230;). Parall\u00e8lement \u00e0 cela, la ville principale de la m\u00e9tropole, souvent situ\u00e9e au centre de l&#8217;agglom\u00e9ration, s&#8217;agrandissait \u00e9galement et rejoignait la zone urbaine du village devenu ville de banlieue, avant d&#8217;int\u00e9grer cette derni\u00e8re, \u00e0 l&#8217;image du quartier de Planti\u00e8res-Queuleu, situ\u00e9 dans la partie est de Metz : Planti\u00e8res \u00e9tait autrefois une commune ind\u00e9pendante, \u00e0 laquelle s&#8217;est attach\u00e9e en 1789 celle de Queuleu (connue pour son fort), avant d&#8217;int\u00e9grer la m\u00e9tropole en 1908 <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_8');\" onkeypress=\"footnote_moveToReference_862_1('footnote_plugin_reference_862_1_8');\" ><sup id=\"footnote_plugin_tooltip_862_1_8\" class=\"footnote_plugin_tooltip_text\">[8]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_862_1_8\" class=\"footnote_tooltip\">TOUT METZ, &#8220;Quartier de Planti\u00e8res-Queuleu \u00e0 Metz&#8221; in <em>Les Quartier de la ville de Metz, 2010-2011<\/em>, [vu le 03\/09\/2019]. A titre d&#8217;exemple, les communes de Failly et Nouilly poss\u00e8dent encore des vestiges de la ligne de chemin de fer allemande ouverte en 1908 : l&#8217;ancien trac\u00e9 et le d\u00e9but d&#8217;un viaduc \u00e0 Failly et un tunnel \u00e0 Nouilly (le plus long de la r\u00e9gion). Cette ligne fut mise en service en 1908 par les Allemands qui d\u00e9truisirent le viaduc en 1944. Ce dernier \u00e9tait le plus long du r\u00e9seau Alsace-Lorraine (574 m) et mesurait 34 m de hauteur. Le tunnel, qui existe toujours et qui prolongeait le viaduc vers le sud, pour relier Nouilly, \u00e9tait le 2e plus long de ce m\u00eame r\u00e9seau. Sources : archives de Nouilly.<\/figcaption><\/figure>\n<h2 style=\"text-align: justify;\">Les risques pour la zone m\u00e9tropolitaine<\/h2>\n<p style=\"text-align: justify;\">Mais attention! Cadre de vie et environnement sont deux choses diff\u00e9rentes : un endroit peut offrir un cadre de vie agr\u00e9able tout en pr\u00e9sentant des probl\u00e8mes de pollution.<\/p>\n<p style=\"text-align: justify;\">A ce titre, les zones rurbaines, \u00e0 long terme, peuvent augmenter leurs \u00e9missions de gaz \u00e0 effet de serre (CO2) et\/ou polluant (CO). Elles voient la circulation automobile augmenter et ainsi encourager la construction de nouvelles (auto)routes pour relier ces zones rurbaines \u00e0 la couronne p\u00e9ri-urbaine, ou carr\u00e9ment au centre-ville de la m\u00e9tropole.
