Bref, le parcours \u00e0 la fois exemplaire et tr\u00e8s classique d&#8217;une haute fonctionnaire qu&#8217;Emmanuel Macron a choisie comme chef de gouvernement. Une femme brillante donc, et qui a pu conqu\u00e9rir sa place malgr\u00e9 un environnement pas toujours facile. Une personne qui a toutes les aptitudes pour ex\u00e9cuter les directives du Pr\u00e9sident de la R\u00e9publique.<\/p>\n<p style=\"text-align: justify;\">Mais voil\u00e0 que notre toute r\u00e9cente Premi\u00e8re Ministre, une habitu\u00e9e des milieux parisiens, postule au poste de d\u00e9put\u00e9 dans la 6e circonscription du Calvados, en Normandie. Ce choix soul\u00e8ve plusieurs questions. Tout d&#8217;abord, quel est le sens de cette d\u00e9cision? Un Premier Ministre n&#8217;a pas besoin d&#8217;\u00eatre (ou d&#8217;avoir \u00e9t\u00e9) \u00e9lu : il applique les d\u00e9cisions du Chef de l&#8217;Etat qui, lui, l&#8217;a \u00e9t\u00e9. Dominique de Villepin ne pourrait que confirmer. On peut \u00e9galement citer les exemples de feu Raymond Barre, Maurice Couve de Murville et Georges Pompidou qui n&#8217;avaient postul\u00e9<span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_8748_1('footnote_plugin_reference_8748_1_3');\" onkeypress=\"footnote_moveToReference_8748_1('footnote_plugin_reference_8748_1_3');\" ><sup id=\"footnote_plugin_tooltip_8748_1_3\" class=\"footnote_plugin_tooltip_text\">[3]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_8748_1_3\" class=\"footnote_tooltip\">et avaient \u00e9t\u00e9 \u00e9lus \u00e0 ces mandats.<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_8748_1_3').tooltip({ tip: '#footnote_plugin_tooltip_text_8748_1_3', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top right', relative: true, offset: [10, 10], });<\/script> \u00e0 des mandats \u00e9lectoraux qu&#8217;apr\u00e8s avoir termin\u00e9 leur fonction de Premier Ministre.<\/p>\n<p style=\"text-align: justify;\">Cette candidature soul\u00e8ve un autre probl\u00e8me, et plus profond cette fois : Mme Borne, qui, en tant que chef du gouvernement, occupe un poste \u00e9lev\u00e9 au sein du pouvoir ex\u00e9cutif, en candidatant pour un si\u00e8ge de D\u00e9put\u00e9, vise une fonction au sein du pouvoir l\u00e9gislatif. Au moment o\u00f9 cet article est en train d&#8217;\u00eatre publi\u00e9, on peut raisonnablement se questionner : sur quel pied danse Elisabeth Borne? On a envie de lui demander : <em>Madame, pour quel pouvoir travaillez-vous en ce moment? Vos efforts se tendent-ils vers l&#8217;organisation ex\u00e9cutive des affaires publiques de la France, ou bien se tournent-ils vers l&#8217;\u00e9laboration des lois qui encadrent la vie des Fran\u00e7ais? Choisissez-vous l&#8217;ex\u00e9cutif ou le l\u00e9gislatif?<\/em><\/p>\n<p style=\"text-align: justify;\">Enfin, une question de g\u00e9ographie se pose \u00e9galement : en tant que Premi\u00e8re Ministre, Elisabeth Borne travaille pour l&#8217;ensemble du territoire fran\u00e7ais : sa m\u00e9tropole, ses territoires d&#8217;outre-mer et son plateau continental. Ce dernier se place comme le plus grand du monde avec plus de <a href=\"https:\/\/www.inter-invest.fr\/actualites\/dom-tom\/00050\/la-france-possede-le-plus-grand-domaine-sous-maritime-au-monde\" target=\"_blank\" rel=\"noopener\">11,6 millions de km\u00b2<\/a> : du boulot tant en mati\u00e8re de d\u00e9fense, d&#8217;industrie et de tourisme que d&#8217;environnement pour notre chef de gouvernement! Mais Mme Borne postule \u00e9galement pour un mandat l\u00e9gislatif au sein d&#8217;une circonscription qui s&#8217;\u00e9tend sur&#8230;1590 km\u00b2. Nous ne sommes donc pas tout \u00e0 fait sur la m\u00eame \u00e9chelle, n&#8217;est-ce pas? Le premier territoire est juste plus de 7200 fois plus grand que le second.
